I’m sure I have seen this asked recently but can’t find it now.  Does anyone know the average exchange rate to us when filling in the tax form?

This is the average commercial rate and not the exchange rate you get when moving money into Euro.

Paul in this case it is just what the Impots request as the rate for filling in the tax form from pensions and any other monies brought in from abroad which require declaring for tax purposes, in this case monies from the UK. The rate shown is one I have seen agreed by other Impots in France.
